How to combine JPG images into one PDF on Windows
Quick answer
Select the images in File Explorer, right-click and choose Print, then pick Microsoft Print to PDF — Windows saves them as one PDF. For HEIC photos, custom page sizes and margins, or smaller files, use Office File Manager's Images to PDF.
Method 1 (free): Microsoft Print to PDF
- In File Explorer, select all the images (click the first, then Shift-click the last).
- Right-click and choose Print. On Windows 11 you may need Show more options first.
- Set the printer to Microsoft Print to PDF and choose Full page photo on the right.
- Untick Fit picture to frame so edges aren't cropped, then click Print and name the file.
Limits: little control over page size and margins, photos are not compressed (so the PDF can be large), and iPhone HEIC photos may not appear without an extra Windows codec.
Method 2: Images to PDF in Office File Manager
- Install Office File Manager from the Microsoft Store and open Images to PDF.
- Add your photos or scans, or drop a folder.
- Choose page size, orientation, margins, quality and colour options.
- Click Make PDF.
JPG, PNG, GIF, BMP, TIFF, WEBP and HEIC are supported, and image tools work without Microsoft Office.
Tips
- Rename files with numbers (01, 02, 03…) so pages come out in the right order.
- Phone photos are large. If the PDF is too big to send, run it through Compress PDF.
- Going the other way? PDF to JPG saves each page as an image.
Questions
Can Windows convert JPG to PDF without software?
Yes — the Print dialog with Microsoft Print to PDF can combine images into one PDF, with limited layout options.
How do I convert HEIC photos to PDF?
Office File Manager's Images to PDF accepts HEIC directly. With Print to PDF, Windows needs the HEIF image extension to read them.
Why is my image PDF so large?
Phone photos are high resolution. Lower the quality setting when making the PDF, or compress it afterwards.
